Recruitment agency fees in India are rarely published, so owners often compare quotes that are not like-for-like. This guide explains the main pricing models, typical ranges seen in 2026, and the contract terms that matter more than the headline percentage.
1. Permanent placement fees
For permanent roles, the agency is paid once, after the candidate joins. The fee is usually a percentage of the candidate's annual CTC:
| Role type | Common fee | Equivalent |
|---|---|---|
| Entry-level, bulk, blue-collar | ~8.33% of annual CTC | About 1 month's CTC |
| Mid-level / specialised | ~12%–16.67% of annual CTC | About 1.5–2 months' CTC |
| Senior leadership (retained search) | Often 20%+ of annual CTC | Usually staged payments |
Example: a supervisor with an annual CTC of ₹4,20,000 at 8.33% means a fee of about ₹35,000 + 18% GST. For leadership roles, see our executive search approach.
2. Contract staffing billing
In contract staffing the agency employs the worker and deploys them at your site. Your monthly invoice typically has three parts:
- Gross wages paid to the worker.
- Statutory costs – employer PF, ESIC, statutory bonus, leave and other benefits as applicable.
- Service charge – the agency's fee for sourcing, payroll, compliance and replacement, charged as a percentage markup or a fixed amount per head.
Industry guides commonly quote overall markups in a broad 15%–35% range depending on role, volume and what is bundled – but for blue-collar volume roles the service charge component is often much smaller. That is why an itemised invoice is essential: it shows whether statutory dues are actually being paid. Under India's new labour codes, statutory costs may also have changed – see our labour codes guide.
3. RPO and volume pricing
When a company outsources a large part of its hiring, agencies may charge a monthly management fee, a fixed price per hire, or a mix of both. This suits companies hiring continuously. Learn more about recruitment process outsourcing.
Contract staffing vs permanent hiring: which costs less?
| Factor | Contract staffing | Permanent hiring |
|---|---|---|
| Fee structure | Monthly service charge | One-time placement fee |
| Speed to deploy | Usually faster | Slower (notice periods) |
| Payroll & compliance | Handled by agency | Handled by you |
| Flexibility to scale down | High | Low |
| Best for | Seasonal, project, volume roles | Core, long-term, knowledge roles |
Rule of thumb: if a role is needed for less than a year or fluctuates with volume, contract staffing is usually cheaper overall. If it is a long-term core role, permanent hiring usually wins.
Contract terms that matter more than the fee
- Replacement period – free replacement if a permanent hire leaves within an agreed window.
- Payment trigger – on joining, or after the candidate completes a set period.
- Candidate ownership – how long a submitted CV "belongs" to the agency.
- CTC definition – fixed pay only, or including variable pay?
- Conversion fee – what you pay if you move a contract worker onto your payroll.
- Compliance reporting – monthly PF/ESIC challans for contract staff.
How to reduce recruitment costs without cutting quality
- Give the agency a clear job description, salary band and interview slots up front.
- Consolidate roles with one or two partners to negotiate volume rates.
- Give fast feedback – slow decisions lose good candidates and restart the search.
- Use contract staffing for peaks instead of over-hiring permanent staff.
